      4. Description of the procurement:
         

         Het centrum van de kern van Hamme heeft nood aan een nieuwe impuls. De betonnen vlakte dient plaats te maken voor een aantrekkelijk en gezellig marktplein waar mensen elkaar op een aangename manier kunnen ontmoeten. Groen en kunst kunnen het geheel vervolledigen. Om de aansluiting met het kernwinkelgebied niet te verliezen en om de ontmoetingsfunctie van het plein te verwezenlijken, wordt er ingezet op de uitbouw van winkels en horeca op het Marktplein.

         De bibliotheek en de academies krijgen een nieuwe huisvesting op het Marktplein. Dit moet meer beweging en leven in het centrum brengen. Op het Marktplein dient ook de woonfunctie uitgebreid te worden. Kwaliteitsvolle appartementen en de heraanleg van de publieke ruimte met evenementenplein moeten van het Marktplein een gezellig, bruisend en aangenaam ontmoetingsplein maken.

         Met de uitbouw van het Marktplein als ontmoetingsplaats, gaat de huidige parkeerfunctie verloren. Om het verlies van deze parkeerplaatsen te compenseren, worden er nieuwe ondergrondse parkeerplaatsen voorzien voor collectief gebruik.

         De gemeente wenst zo te komen tot een geïntegreerde ontwikkeling op de site, de realisatie van een optimaal programma, waar alle functies en openbaar domein goed op elkaar afgestemd zijn, zowel qua beeldkwaliteit, stedenbouwkundige visie, als op financieel en commercieel vlak.
