         Voorwerp van deze diensten: automatisatie kostennota"s.

         Toelichting:

         De VRT is op zoek naar een proactieve partner voor het automatiseren van de verwerking en goedkeuring van de door de VRT personeelsleden ingediende kostennota"s.

         De ingediende kosten moeten getoetst worden aan het reglement Kosten Eigen aan de Werkgever (KEW). Er bestaat een afzonderlijk reglement voor binnenlandse en buitenlandse opdrachten (zie bijlagen E). De kosten kunnen door het personeelslid zelf betaald zijn of via een firma creditcard (central billing).

         De VRT werknemer zal zelf via het aangeboden platform zijn documenten digitaal inbrengen waarna het goedkeurings- en verwerkingsproces automatisch van start gaat.

         De VRT zoekt hierbij een oplossing die via verschillende platformen toegankelijk is en waarbij de gebruiksvriendelijkheid voor de VRT medewerker belangrijk is.

         Verder zal een integratie met SAP en de bestaande financiële delegatieregels van VRT nodig zijn.

         De aangeboden oplossing moet ook in de mogelijkheid voorzien om kostennota"s in vreemde valuta in te geven. Als er van OCR (Optical Caracter Recognition ) software gebruikt gemaakt wordt moeten ook vreemde talen en schriftsystemen ondersteund worden.

         De huidige manuele goedkeuring en verwerking zal volledig vervangen worden door een geautomatiseerd en digitaal proces. De inschrijver dient aldus een totaaloplossing naar voren te schuiven die aan de bovenstaande noden kan voldoen. Verder geeft de inschrijver aan hoe de oplossing alle wettelijke boekhoudkundige en fiscale verplichtingen volgt, zoals bewaren van de ingediende bewijsstukken. Indien nodig zal hij hiervoor een aparte oplossing formuleren.

         Een analyse en rapportage module zijn voor VRT een vereiste.

         De aanbestedende overheid ziet er op toe dat deze opdracht wordt uitgevoerd met inachtname van de anti-discriminatiewetgeving.
