Feasibility study on the coordinated deployment and financing of the European rail transport management system (ERTMS) on a core network corridor.
To assist the Commission in taking forward the proposition for development of a Deployment Fund for ERTMS, with a focus on a particular corridor (to be determined in consultation with the Commission) by providing analysis and recommendations on each of the specific objectives described below, with a final general assessment on the feasibility and usefulness of the Deployment Fund. At the end of the contract there should be a clear and shared view on the structuring of the Fund and a roadmap for implementation.
The aim is not only to produce options but to generate workable solutions, with the buy-in of the Commission and stakeholders.
Such work will necessarily require substantial dialogue with the affected stakeholders, and the winning contractor is expected to take a proactive approach.
The work done to date has highlighted a number of areas where solutions need to be developed and agreed with the relevant stakeholders (including the Commission, affected Member States, and infrastructure managers). The following constitute specific objectives and tasks under the contract:
objective 1: determination of the scope of the Deployment Fund;
objective 2: determination of the appropriate Fund structure and governance;
objective 3: determination of the beneficiaries and payments to the beneficiaries of the Fund;
objective 4: determination of the revenue stream for the Fund;
objective 5: determination of the financial structuring of the Fund.
