Effectiveness of flight time limitation for pilots and cabin crew.
Assessment of the effectiveness of flight time limitation (FTL) and fatigue risk management (FRM) provisions as set in Article 9a of Commission Regulation (EU) No 965/2012. Particular emphasis will be dedicated to the review of such provisions to ascertain their performance and fitness for purpose in delivering the required levels of safety set against the associated fatigue and alertness risk.
Scientific studies have shown that fatigue impacts significantly on human performance. In the aviation sector, crew fatigue has been identified as a contributing factor to accident or incidents. In line with the EU objective to ensure a high level of safety and passenger protection, a first set of harmonised provisions to manage crew fatigue was specified for air operations (EU-OPS subpart Q).
Further harmonised provisions for both FTL and FRM are now established in Regulation (EC) No 216/2008 of the European Parliament and of the Council which entered into force in February 2008. Article 9a of this Regulation requires EASA to conduct a continuous review of the effectiveness of these new provisions once implemented. February 2019 is the deadline for submission of the first report of such review and the current procurement shall contribute to the performance of such review and to the elaboration of final conclusions and recommendations for the purpose of due reporting.
