        Raamcontract geïntegreerde beveiligingssystemen stadsgebouwen Roeselare dj 2017-2020.

        De intentie van het raamcontract is het aanstellen van een vaste partner met als bedoeling te komen tot één uniform systeem voor alle stadsgebouwen.

        Van de partner wordt verwacht dat:

        — Er meegedacht wordt naar het concept van het beveiligingssysteem

        — het concept wordt uitgewerkt (waar lezers, welk type lezers, welk type sloten…)

        — Er een bekabelingsschema wordt opgemaakt met als doel de bekabeling te integreren in het lastenboek van het lot elektriciteit.

        — Alle veldapparatuur wordt aangesloten

        — Alles correct wordt geprogrammeerd

        — De werken gecoördineerd worden met de verschillende aannemers (elektriciteit, ruwbouw, schrijnwerk…)

        — De nodige opleidingen worden voorzien voor de gebruikers

        — Er kan gerekend worden op een dienst na verkoop 24u/24u en 7d/7d

        Het dossier wordt opgesplitst in 3 delen die elk afzonderlijk kunnen toegewezen worden.

        Perceel 1: Toegangscontrole, Branddetectie, Inbraakdetectie, Camera bewaking.

        Momenteel zijn de meeste stadsgebouwen uitgerust met klassieke sloten op sleutelplan.

        Het beheer van het sleutelplan is duur, tijdrovend en niet sluitend:

        — Sleutels moeten bijgemaakt worden voor nieuwe gebruikers

        — sleutels moeten uitgeleend worden bij gebruik door derden. Er is een uitgebreide administratie van wie in het bezit is van bepaalde sleutels…

        — Niet alle sleutels komen (tijdig) terug

        — Grote kosten wanneer sloten moeten vervangen worden bij verlies van bepaalde sleutels…

        Om die redenen heeft het stadsbestuur beslist om af te stappen van het klassieke sleutelplan en meer in te zetten op automatische toegangscontrole.

        Deze zal in eerste instantie toegepast worden op nieuwe gebouwen en/of op buitenschil.

        Bijkomende verwachting is om bepaalde toegangsdeuren te kunnen koppelen aan bepaalde reservaties vanuit het bestaande reserveringsprogramma.

        Afhankelijk van type reservatie wordt toegang verleend door middel van bv QR-code of badgelezer, enz..

        Tenslotte is het de bedoeling om tot een geïntegreerd beveiligingssysteem te komen waarbij volgende zaken gekoppeld en beheerd worden via het zelfde gebruikersplatform:

        — Toegangscontrole

        — Branddetectie

        — Inbraakdetectie

        — Camera bewaking.

        Perceel 2: Beveiliging materiaal:

        Stad Roeselare is op zoek naar een manier om werkmateriaal (zoals boormachines, ladders, …) te registreren en bij te houden. Zo kan er nagegaan worden wie het materiaal geleend heeft.

        Beveiliging sleutelbeheer:

        Zelfde principe maar hier worden de sleutels geregistreerd en bijgehouden.

        Perceel 3: elekrische sloten:

        Betreft het leveren en plaatsen van diverse elektrische sloten, ten einde het openen en sluiten van de deuren mogelijk te maken.

        Wij verwachten van de partner dat:

        —deze de nodige documentatie van de elektrische sloten zal aanleveren om dit te vermelden in het lastenboek schrijnwerk.

        —de elektrische kabelschema zal aanleveren om dit te vermelden in het lastenboek elektriciteit

        De percelen zijn elk afzonderlijk toe te wijzen.
