Concept for an HRS availability system (ref. No FCH/OP/contract 185).
In order to provide a HRS satisfactory experience for FCEV users, the FCH 2 Joint Undertaking would like to contract the services of 1 contractor (or several contractors acting together) that will set up a system for HRS availability in Europe.
This system aims at giving access to reliable, up-to-date and standardised data on the HRS status.
The HRS availability system will be implemented in at least all public HRS servicing FCEV that are financially supported by the FCH 2 Joint Undertaking.
The system must be dimensioned to handle data feed from at least 1 000 HRS simultaneously and data usage from 5 000 unique users at any time, by 2020.

You may submit any observations concerning the award procedure to the contracting authority indicated under heading I.1.
If you believe that there was maladministration, you may lodge a complaint to the European Ombudsman within 2 years of the date when you became aware of the facts on which the complaint is based (see http://www.ombudsman.europa.eu). Such complaint does not have as effect either to suspend the time limit to launch an appeal or to open a new period for lodging an appeal. Within 2 months of the notification of the award decision you may lodge an appeal to the body referred to in VI.3.1).
