        The specifications concern a subscription to a press aggregator database for the internal usage of the European Parliament (Members of the European Parliament, their staff, and staff of the Institution). In the framework of administrative agreements on cooperation between the European Parliament, on the one hand, and the European Committee of the Regions and the European Economic and Social Committee on the other hand, the European Parliament intends to provide 2 accesses (2 user IDs) per committee. The European Parliament will remain the sole contracting party for the order, user management and payment. For the interpretation of the rights and obligations referred to in this document, the 2 users in the European Committee of the Regions and the 2 users in the European Economic and Social Committee are considered European Parliament users. The database should aggregate, index, and exploit the content of worldwide press sources, including newspapers, news agencies, and journals.

        The specifications concern a subscription to a press aggregator database for the internal usage of the European Parliament (Members of the European Parliament, their staff, and staff of the Institution). In the framework of administrative agreements on cooperation between the European Parliament, on the one hand, and the European Committee of the Regions and the European Economic and Social Committee on the other hand, the European Parliament intends to provide 2 accesses (2 user IDs) per committee.         Tenderers are requested to provide at least 2 training sessions per month in the library premises in Brussels and monthly statistics of use.

        Access to the database should be provided both via IP recognition (refer to point 3 below for the current European Parliament IP range) and via log-in and password.
