         Objet des services: auteur de projet pour la construction d"un bâtiment communal très basse énergie.

         Commentaire: sur base de l"esquisse et de l"étude des besoins réalisées par l"administration communale de Colfontaine, l"auteur de projet réalisera l"étude et le suivi des travaux pour la construction d"un bâtiment communal (± 4 300 m2) très basse énergie.

         Le marché comprend:

         — l"avant-projet,

         — le projet (introduction du permis d"urbanisme, PEB inclus),

         — le projet pour exécution,

         — l"exécution des travaux.

         Les travaux concernés par la mission de l"auteur de projet recouvrent les champs suivants:

         — gros-œuvre couvert et fermé,

         — étude stabilité et suivi jusqu"à la réception définitive,

         — techniques spéciales (HVAC, électricité, incendie, intrusion, informatique, téléphonie, …), raccordements inclus aux différents fournisseurs ainsi qu"au réseau d"égouttage,

         — tous les besoins nécessaires aux approvisionnements en énergie (gaz, électricité avec cabine haute tension si nécessaire, …),

         — finitions intérieures (parachèvements, revêtement de sol, peinture, éléments d"occultation des baies, …),

         — mobilier (guichet, cuisine, …),

         — la signalétique des locaux et de l"extérieur,

         — l"aménagement des abords extérieurs (parking, plantations, trottoir, voirie, …),

         Le présent marché est fractionné en une tranche ferme et plusieurs tranches (phases) conditionnelles conformément à l"article 37, §1 de la loi du 15.6.2006. Les tranches (phases) sont décrites au point III mission de l"auteur de projet dans les clauses techniques. Le pouvoir adjudicateur estime nécessaire de procéder par tranches en fonction de l"évolution du projet et de ses possibilités financières.

         Toutes prestations nécessaires et conséquences à la bonne exécution du marché et non repris dans la liste ci-dessous fait partie intégrante du présent marché.
