    Le marché a pour objet de conclure des emprunts destinés à financer des dépenses qui ont été inscrites ou seront inscrites au budget du pouvoir adjudicateur pour l"exercice 2017.
    
    Ces emprunts seront conclus à divers moments le cas échéant après la clôture de l"exercice en question et peuvent avoir une durée différente. Les précisions en la matière figurent au chapitre II: dispositions techniques.
    
    A côté de l"opération financière proprement dite le marché porte également sur un support administratif et technique permettant d"intégrer de telles opérations de façon optimale dans la gestion du pouvoir adjudicateur. Dès lors, l’offre tiendra également compte de tous les services décrits dans le présent cahier spécial des charges. A cet égard il y a lieu de se référer à l"article 6, §1 de la loi précitée et notamment l"obligation d"une base forfaitaire.
