         De opdracht heeft tot doel een gedetailleerde studie op te maken om de kostenoptimale niveaus van de energieprestatie-eisen van nieuwe en gerenoveerde bestaande niet-residentiële gebouwen en bouwelementen te bepalen. Dit zal gebeuren door een afweging van de investeringskosten tegenover de kosten van het energieverbruik over de levensduur van de genomen investeringen. De studie maakt een onderscheid tussen nieuwe gebouwen en bestaande gebouwen die ingrijpend energetisch gerenoveerd worden. Er moeten zowel energie-efficiënte maatregelen, als bijkomende maatregelen op vlak van hernieuwbare energie en maatregelenpakketten worden gespecificeerd in relatie tot hun impact op de energieprestatie en de implementatiekost om te komen tot kostenoptimale niveaus.

         Op basis van deze studie zal het Vlaams Energieagentschap, indien nodig, een voorstel formuleren om de huidige eisenniveaus aan te vullen of aan te scherpen naar het kostenoptimale niveau.

      2. Lodging of appeals
         

         Conform artikel 24 van de wet van 17.6.2013 betreffende de motivering, de informatie en de rechtsmiddelen inzake overheidsopdrachten en bepaalde opdrachten voor werken, leveringen en diensten kan beroep worden ingesteld bij de volgende instellingen:

         1° voor de verhaalprocedures bedoeld in de artikelen 14 en 15 is de verhaalinstantie de afdeling Bestuursrechtspraak van de Raad van State, wanneer de aanbestedende instantie een overheid is als bedoeld in artikel 14, § 1, van de gecoördineerde wetten op de Raad van State;
